Question:
Is there a way to be able to use element moves at will? Like is there a way to be able to use Rising Pheonix without using a fire based weapon and Rising Falcon? Like can you learn it?

I don't think so, I don't remember being able to learn that arte.

No, but it's easier than you think to do Elemental Artes. Firstly, if you have Red Quartz, that'll give you fire Element for a time, allowing you to keep your strong weapon. Also, you can equip any of the elemental gemstones (in this case, the Garnet) to give you elemental resistance and attack. So if Lloyd has Garnet equipped (misc/accessory), he can you any weapon and Rising Phoenix will occur instead of Rising Falcon.

Similarly, if you want Earth elemental, you'd equip the Ruby if you wanted Grave Blade instead of Fierce Demon Fang. That works with Kratos as well.
