Dude. Now that Ninetails gets Drought, Solarbeam is totally viable. Just beware of other weather inducers(Tyranitar, Hippowdon, Politoed) switching in on that turn. It'll make you charge AND lower the damage

What? Lower damage in a different weather condition? That doesn't make sense, and I'm sure it would still cause the same amount of damage(super effective) on them if they were called out.

It makes plenty of sense. Hail/Rain/Sand block out the sun, the very provider of Solarbeam's power. So of course it's weaker.
And if they switch Tyranitar/Hippowdon, it's just to ruin Sun, and if you used Solarbeam, you still have the charge time, so they switch to their x4 resist(Scizor/Heatran).
