Oh yeah, doubles. Sorry, my entire mindset works in Singles automatically.
EV training begins whenever you want. However, you'll want to start with a pokemon that hasn't been used before, also know as a UT(untouched) pokemon. btw, having a UT pokemon is usually vital for the trading process online.
Level and Evolution do not affect your EVs. Basically all level and evolutions provide you with are moves. Most of the pokemon I use are in their 20's-60's, simply because those are the levels they learn such and such move. Online it doesn't matter thanks to the lvl 100 battle.

And I end up training everything to 100 anyway, that's always how I've trained them. They don't seem complete until they're lvl 100. Lol.

Heh, that'll be fun. I prefer them around lvl 50 mahself. That way, I can tell what they're EVd in, and kinda figure out their IVs.
Also, do note that when your Pokemon are lvl 100, it's near impossible to re-EV them.

But, should you make a mistake or want to change the EVs, and then you can't.

Though it's better stat is SpDef, I EVd it in Def because the main attacks that threaten me are Fighting and Ground(also electric, but I'll likely switch out there), which are usually Physical. Plan: Come in on something it resists(12 of the 17 types), put up SR, then either Roar my opponent out(scouting the enemy team and racking up SR damage) or use one of my two attacks, depending on the type of enemy. Also, lets e take care of Pokemon getting too many stat boosts.

If possible I'll try and Pass to a Pokemon that can set-up, like Bidoof. If not, I can just Pass to a sure-fire counter pokemon(like switching to Blastoise if I trap a Charizard) and keep doing that until the enemy is dead.

Ok, after some digging through my boxes. I decided to start EV training something I already had breeded. A Ralts/Gardevoir.
But I dunno what to give it. I want to be different than my other two. I'm not sure whether to make it an attacker or supporter. But so far, this is all I have:

Phychic
Shadow Ball
Signal Beam?
Calm Mind?
Focus Blast?
Or:

Memento
Reflect?
Light screen?
Hypnosis?
Any suggestions?

I definitely suggest a supported. It does have a Bold Nature, and I tend to base the sets of my Pokemon around their nature. However, I would suggest you look for a Calm one, since putting Defense into it is kind of a waste.
Anyways, as a Support I would suggest max HP, 100 SpDef(or 10 SpDef Vitamins) and the rest into Speed.

Hypnosis
Light Screen
Reflect
Item: Light Clay
This is a good screener, since it can use hypnosis to put enemies to sleep, letting you easily set-up the screens and go on your way. Psychic for an attack.

Overview: It's a very strange variation to the normal sets on Smogon(as per usual). As opposed to being just a Tank or attacker, I opted for a combination of the two, which I'm unsure if I will regret. I will be using Shadow Sneak to override my pitiful speed, and Brick Break is for coverage. Will-o-Wisp kills enemy attacker's hope for a sweep, and Pain Split evens the odds a bit. Leftovers, because the last thing a tank wants is to love 10% HP from Life Orb(even if I can heal it off with Pain Split).

Hmm, IMO, I think Dusknoir's make better supporters. Though they do have a nice attacking move-pool. Mine has, Curse, Skill swap, Shadow Sneak&Punch. I use Curse/Sitrus berry. And Skill swap cuz doubles. I really like to use it if my partner has Intimidate. Lol. And it`s fun to use for other situations. But that's just Doubles-talk.
If I had a Singles-Dusknoir: Confuse Ray, Curse, Pain Split, and maybe Shadow Sneak. Kinda like Umbreon in a sense.

Yeah, but I've got enough supporters atm. Need more attackers. I'll probably make another one that's mainly Support. But all sets should have Will-o-Wisp, because it cripples Physical attackers and works like poison. Curse takes away from it's tanking ability's though, so I wouldn't recommend that on a defensive pokemon(look at it's stat pool. HUGE defenses)

Combined with Technician, this is an awesome set. Shockwave never misses AND is 90 power. Water pulse also goes to 90 power. Swift, which unfortunately has to be learned from a tutor, is 135 power when your factor in STAB and Technician.

Finished with Dusknoir. Decided to replace Brick Break with Focus Punch for some extra OOMPH, along with the ability to destroy stalling/healing pokemon like Umbreon/Blissey and Set-up Pokemon like Dragon Dance Tyranitar and Curselax.

Overview: Standard Sweeper. It's got decent Speed and SpAtk to work with, but a VERY limited movepool. After testing it's Hidden Power and finding it's Dragon, I decided to keep it, since that gives me great coverage alongside Flamethrower. Charge Beam when I expect a switch, or just on a weak pokemon(bout the same strength as a Hidden Power Electric from a Vaporeon), grab a boost, than start rapin'. Discharge > Thunderbolt because I don't wanna hunt the TM. Also, Discharge's 30% Paralysis rate is sort of like combining Thunderbolt and Thunder Wave(which I wanted to have, but opted for Charge Beam). Life Orb for that extra OOMPH, which makes Charge Beam viable AND makes me extremely powerful after a boost.

If this Dusknoir is for Singles, Is Focus Punch really such a good idea? Unless you have Substitute. But I don't really see it pulling off a sucessful Focus Punch without it in Singles. =x
And the Manectric seems nice enough. Though, I never really understood Hidden Power. How do you know what type you're gonna get? Can you change it, and how?

Yeah, Focus Punch is a risky move, but it works well with some good prediction. It's great for hitting something switching in hard, and really helps in stall wars against pokemon like Skarmory or Blissey, who will spend time healing(and because of it's abyssmal speed, Dusknoir is almost guaranteed to hit Skarm after Roost, making it a super effective Punch-o-Death.
And I just went and tested my Hidden Power on wild pokemon. I tried several types that weren't steel, and it was neutral. However, Hidden Power is determined by your IVs. Your pokemon's Hidden Power type will never change.

I usually just use it for filler. Unfortunately, you can't know the actual Base Power of your Hidden Power for a Pokemon you trained unless you know the EVs you put in. You shouldn't have a problem though, if most of the pokemon you have are just pumped on Vitamins.

Overview: Trick Room yeaaayeah! I've fought one Trick room team before, and it totally messed me up. As with all sets, the idea is simple. Get Uxie in(easy with his godly defenses), use Yawn to either put the opponent to sleep or force them to switch. After that, it's Trick Room time. More than likely I will U-turn out then(likely before they can attack, thanks to my pretty low speed). If they stay in, I'll switch to a counter. If they switch out, I'll still switch to a counter(U-Turn rocks lol)!Extrasensory is there because I don't want to try and find a Psychic TM, and I'm not really on the offensive, so I can deal with a loss of 15 BP. Also, thanks to Trick Room, the flinch chance can come in handy for more Leftovers recovery.

Overview: Alright. Regice. You never see this sucker. Why? Because Ice types SUCK. Anyways, MASSIVE Special Defense, so no need to touch it(after checking my IVs I've found I'll reach about 428 WITHOUT EV investment). This guy will be takin' hits like a boss. Curse makes me a superb defensive wall, and raises my abysmal attack astounding levels, so much that I can OHKO A RATATTA WITH NO DEFENSE EVS. Anyways, plan is to Toxic/PP stall my enemies, and right before I die, Splode. Fun fun fun.
Now the ones I'm working on are...

Overview: He's going to be one NASTY Sweeper. Come in after something of mine dies, or on a Set-up Pokemon that won't attack me. Use Nasty Plot, and then go for a sweep. Focus Sash ensures I get at least one Nasty Plot off, and if someone doesn't attack me after I have a boost, it gives me some lee-way should something be faster than me or defensive enough to survive. Flamethrower cuz of STAB, and after the Focus Sash Breaks, it'll be my most powerful attack. Focus Blast is also STAB and Special, but a bit unreliable(though it's generally gets the job done my Zard). Grass Knot hit's Waters and Ground types hard, and absolutely DECIMATES Swampert.

Overview: Floatzel already has amazing Speed. Without investment, this sucker has between 233 and 266(based on IVs), and in rain this guy can get over 500 Speed! Rain Dance to start things off, giving me insane Speed AND increasing Waterfall's power x1.5. Then, I just go at it. Hit whatever I can with Waterfall, Return or Ice Punch if Water won't work. Ice Punch also rapes the dragons everyone so despises.
Azelf the Annoyer

Overview: It's slightly disappointing that I got a Jolly Azelf instead of Timid, but it works. This is my variation of the standard leading Azelf. Taunt those who dare use Stealth Rock against me(and it works because I'm faster!), set-up my own. Focus Sash will let me survive to make sure I at least put up the rocks, and then I can either U-turn out, or go out with a bang. In general I'll try to U-turn out, and just have him come in occasionally after something has died to get in some quick U-Turn damage(since it's super fast). Should my opponent get too many boosts or has a pokemon that is a big threat to the team, Azelf will pull his weight with some magnificent sacrificial killin'.

EVs: Heavy HP and Atk investment and some Speed.
Overview: My own variation of the Bulky Arcanine. The only types that will give me trouble are Rocks. The combination of Intimidate and Will-o-Wisp basically cripples Physical attackers completely. Flare Blitz is powerful STAB, and Extremespeed is a powerful attack in it's own right, and also allows me to bypass my lack of Speed investment. Roar let's me check the enemy team, and can also rid me of my potential counter, should I guess right when my opponent decides to switch him in.
